Develop a theme designer web app with accessible color palettes for light and dark modes by implementing the APCA (Accessible Perceptual Contrast Algorithm).
Analyze the data collected through the survey using foundational Python libraries, i.e., NumPy and matplotlib, and create a comprehensive report on findings, focusing on actionable recommendations for the project's future development.
